The Australian skipper has taken over 300 dismissals in 71 five-day games with an average of 22.10.
The Australian selection chief the selector has declared that skipper Cummins will play a "major part" in the forthcoming England-Australia contest.
There were concerns that the veteran bowler might miss the series due to a stress fracture in his back that was still troubling him.
Initial reports from team management suggested no final decision had been made regarding whether he would play, with the five-Test series set to start on 21 November in the WACA.
Bailey expressed that the captain is progressing and felt positive about the likelihood of taking part.
"We're aware that the clock is ticking and there are permutations at play, not only the back issue, but additional elements," Bailey remarked.
"It's positive. There's strong faith that he'll participate in a significant role. Ideally starting in Perth. Otherwise, then we'll pick it up."
Injury History
Cummins was ruled out the ODI and T20 games against both Asian and Trans-Tasman rivals last month after examinations confirmed a lumbar bone stress.
He has a history of back injuries, with setbacks in several earlier campaigns forcing him out of multiple domestic campaigns in a limited period.
The bowler mentioned he would be ""aggressive" and "take risks" in his comeback strategy to ensure his availability for the series.
The selector indicated that it was unclear if Cummins had begun bowling as part of his recovery but acknowledged it was "getting tight" for him to recover fully for the first Test.
Alternative Arrangements
In case of absence, ex-skipper Smith will assume leadership.
The talented all-rounder was withdrawn recently from Australia's squad for their ODI contests against the subcontinent side as a precautionary measure because of an abdominal issue.
Bailey described it as a "minor" injury and confirmed that he's scheduled to appear in the domestic first-class competition, so will be "in a good place to be ready to bowl."
"Extensive planning has gone into developing the strategy for him to be available for the opening match as an dual-role player," the selector detailed.
"Originally, he'd only feature in the starting games anyway. The way he swings the willow in shorter formats, even if it just sets him back for a short period, we opted to adopt a safer strategy."
